主讲人简介：

潘来发，新加坡国立大学法学院副教授，哈佛大学、纽约大学、苏黎世大学和日本九州大学等世界知名大学访问学者。在国际学术研讨会和知名期刊上发表论文多篇，主编《金融监管和资本市场的新发展》（2003）、《亚洲消费税研究》（2007）。目前担任新加坡国立大学法学院法律与商务研究中心主任，2012年被聘任为上海高校特聘教授（东方学者）。潘教授在所得税法、消费税法、企业税法、国际税法以及律师商业与金融实务等研究领域均有很深的造诣。

讲座摘要：

Abstract: The economic prosperity achieved by Singapore in the 50 years since her independence in 1965 has been described by some as a model. However, the economic progress is similar to China's developmental miracle in the last 30 over years. As with all policies, there are inevitable tradeoffs with each choice that was made. This talk will assess the social and economic cost of progress. Who are the winners and losers? What are the major challenges for Singapore in the next 50 years? What kind of tax policy is required to ensure that Singapore continues to prosper and that the price as well as the fruits of further success are distributed more fairly across the society?
